the Northern Virginia area***SummaryThis position provides
leadership in the organization or functional area and is primarily
engaged in management activities that establish the direction of a
program. The position requires the application of knowledge gained
from experience and expertise to the job duties and
responsibilities. The position will make decisions in areas that
may impact the organization and its employees, clients, budgets,
policies, procedures, work practices, or compliance
programs.ScopeHaving oversight of a specific area and establishing
a course of action within limits of company practices and
guidelines, the purpose of this position is to perform the
essential job duties and functions as listed below with the overall
objective of establishing an execution framework on the project
that complies with the contract and ensures the safety, quality,
value, timeliness, and Fluor profitability of the completed
project. This position performs project management responsibilities
in the role of Deputy Program Manager on a large, moderate-risk
Operations and Management contract that includes minor individual
construction projects and procurement activities. This leader
develops a complete understanding of the contract and any relevant
subcontracts in order to provide full support to the project
management team.Principal Job Duties & Responsibilities
- Responsible for daily engagement and communication with senior
US Government customers.
- Develops a complete understanding of the Fluor prime contract
and relevant subcontracts.
- Ensures Health, Safety and Environmental (HSE) is emphasized
throughout all phases of the project.
- Collaborates in the preparation of the project in accordance
with the Fluor contractual obligations, Fluor's Operating System
Requirements (OSR) and the relevant Operating System Implementation
Plan (OSIP).
- Verifies with the Program Director (PD) that project
requirements for Baseline Centric Execution, safety, quality, cost,
and productivity are met in all locations managed by Fluor where
work is being performed.
- Supports the PD to deliver the project in accordance with the
project execution and commercial baselines, overseeing and
integrating the daily operations of the PMO (Program Management
Office) staff and their deliverables.
- When required, serves as Acting Program Manager.
- Oversees monthly reports and presentations to the
customer.
- Collaborates with the PD to meet the as-sold profitability
target established in the project commercial baseline.
- Collaborates with the PD in the establishment and definition of
the program organization, defining the project staffing
requirements, coordinating staffing with supporting organization
managers.
- Establishes and maintains effective client relations that
result in active cooperation, prompt payment, and stimulate the
desire to award follow-on work.
- Oversees the accurate, comprehensive and timely project
reporting, including completion of the final close-out report, and
project reviews.
- Collaborates with Project Controls in the establishment,
maintenance, and management of a fully documented change control
system that tracks all changes to the contract and project baseline
requirements or conditions.
- Supports the establishment of an efficient and cost-effective
project environment.
- Participate in the management and control the project's cost
and schedule by ensuring that effective project controls are in
place and functioning properly, including establishment of a
project structure (work breakdown structure/network/network
activity), a quantitative approach to planning, reporting, and
control, and a change management system.
- Under the direction of the Project Director (PD), leads the
establishment and update the Fluor Business Risk Management
Framework (BRMF) throughout the project life-cycle, performs
initial and quarterly project BRMF assessments and ensures the
coordination of the project BRMF results with Fluor financial
reporting; leads the development of mitigation strategies.
- Ensures effective and timely coordination between design,
procurement, material management, and construction teams for
integration of technical content and schedule requirements.
- Ensures timely preparation and issuance of project
deliverables, design documents, and bid packages in correct quality
and according to project schedule to support project execution
activities.
- Ensure effective interface management with third parties.
- Supports the implementation of automated work processes and
tools on the project to the fullest extent practical, consistent
with adding value.
- Complies with standards and procedures regarding the security
and management of computing facilities and systems, including the
use of Fluor reference systems.
- Supports the PD by verifying that project invoices are
submitted to the client in accordance with contract requirements
and proactively follows up on accounts receivable and the timely
receipt of payment in order to minimize the cost of cash.
- Keeps supervisor and senior operations management fully
informed on project status, including client relations, project
cost and schedule, changes in risk assessment, anticipated changes
in project financial performance, and any other major
concerns.
- Lead as requested by management, the completion of technical
and commercial proposals, providing project planning, means and
methods of project execution, schedule preparation, cost
estimating, and proposal strategy.
- Support the Project Director (PD) with office space
requirements and work with office management to obtain required
space with necessary services support based on project needs.
- Mentor Fluor personnel as requested by the PD.
- Typically manage personnel and provide an environment for the
development and professional advancement of staff members,
including on-the-job and formal training and development
opportunities, and timely performance feedback.
- Leverage internal and external resources to administer policies
and procedures consistently across all business lines, functions,
and locations.
- Analyze situations, identify and forecast pertinent problems,
and evaluate realistic options; and recommend/implement appropriate
course of action.
- Organize and prioritize a variety of complex projects and
multiple tasks in an effective and timely manner, set priorities,
and meet critical time deadlines.
- May need to travel to attend to business related matters.

contingent upon contract award.Basic Job Requirements
- Accredited four (4) year degree or global equivalent in
applicable field of study and seven (7) years of work-related
experience or a combination of education and directly related
experience equal eleven (11) years if non-degreed; some locations
may have additional or different qualifications in order to comply
with local requirements.
- Ability to communicate effectively with audiences that include
but are not limited to management, coworkers, clients, vendors,
contractors, and other stakeholders.
- Job related technical knowledge necessary to complete the
job.
- Ability to learn and apply knowledge of applicable local,
state/province, and federal/national statutes and guidelines.
- Ability to attend to detail and work in a time-conscious and
time-effective manner.Other Job Requirements
- Must possess a clearance at the TS/SCI access level, and have
favorably completed a government issued polygraph.
- 10 years experience on a program of similar size and
scope.
- Experience managing a geographically diverse workforce in
multiple time zones.
- Proven ability to lead through 1 or more layers of subordinate
management.
- Success in leading a team of > 200 hourly and salaried
employees.
- Track record of effective administration related to the day to
day operation of a large scale business. Frequent financial
transactions, reports and analysis as well as corporate and
customer briefings and the ability to tie program strategy to
customer success and business results.
- Participate in Fluor University courses for continued learning
experiences.
- Utilize Knowledge Management processes to capture, support and
leverage relevant knowledge to enhance project execution.
- Participate in sales and marketing efforts.Preferred
Qualifications
- Jobsite experience and understanding of construction safety
program.
- Demonstration of successful performance as Project Manager on a
minimum of two (2) small to medium sized projects or in significant
positions on large to very large sized engineering, procurement,
fabrication, and construction/construction management (EPFC/CM)
projects.
- Completed all required in-house project management courses in
addition to courses obtained from university or other qualified
sources.
- Current active security clearance that meets access
requirements for the customer.
- At least 4 years experience supporting the Intelligence
Community.
- Good knowledge and experience on project design, engineering,
procurement, material management, construction, commissioning,
start up, turn over work processes, sequencing, and
interfaces.
- Project Controls and Finance including understanding of:
- Scheduling (including work force loading).
- Progress measurement.
- Risk assessment and management.
- Code of accounts.
- Work breakdown structure.
- Change management.
- Cost control.
- Estimating process and planning.
- Global Pricing Model (GPM), Project Status Review (PSR) and
Project Margin Analysis, Report (PMAR) development and
reporting.
- Appreciation of key elements of contract law and when to engage
legal.
- Regulatory requirements including permitting.
- Understanding of project funding.
- Proactive - goal orientated with the initiative to influence
events positively, lead Fluor project team, and influence client
for decision making.
- Ability to resolve complex problems and to be comfortable in
complex project or business environments.
- Ability to set and maintain high standards of self performance
with responsibility and accountability for successfully completing
assignments and tasks.
